Four papers were submitted this year for evaluation. A committee composed of three members, Mark Byra, Weiyun Chen, and Dominique Banville reviewed these four papers and evaluated them based on specific components such as impact of the findings, quality of the design and interpretation of the findings. This year’s recipient of the 2010 Metzler-Freedman Exemplary Paper Award is an article titled "Systemic Success in Physical Education: The East Valley Phenomenon". In this paper, the authors, Keven Prusak, Todd Pennington, Susan Vincent Graser, Aaron Beighle, & Charles Morgan describe with great details a successful K-6 district-wide physical education program in which all of the 72 Physical Education teachers have provided quality PE in the schools for the last three decades. This success is explained through a comprehensive model comprised of four key interdependent components driven by a system of accountability measures. The four components are (a) district-wide mandated curriculum, methodologies and language, (b) well-defined district PE coordinator roles, (c) a partnership university, (d) frequent, ongoing professional development. This study clearly demonstrates the need for PETE programs to reach out to school districts and their PE coordinator to establish partnerships, the need to provide teachers with a common curriculum and appropriate professional development while keeping in mind the importance of accountability for all parties involved if we want success in physical education.
